Vampire Build
I'm sure this has been discussed and even built a few times but just in case, i'd like to post my N/Me build and receive some constructive critisism.
Attributes:
14-16 Blood Magic
6-7 Soul Reaping
Remaining - Inspiration
Skill Bar:
Shadow Strike
Life Siphon
Life Transfer
vampiric touch
vampiric gaze
barbed signet
dark pact
power drain
Pretty Straight-forward to use. Left-Right
start off with shadow strike, dealing 46 shadow and stealing another 46 life 92dmg. throw in a quick dark pact.
Life siphon immediately followed by life transfer. -11 degen +11 regen (-10,+10) dealing 2hp per pip. 3 pips life siphon for 22 seconds 132 dmg + 7 pips life transfer for 11 seconds (should be 8 but only a max of 10 pips) for 154 dmg. then vampiric touch for 71dmg followed by vampiric gaze for 55 dmg. Cast barb signet for 52 dmg. dark pact for 40 shadow. The power drain is used for a easy cancellation of any heling/high dmg spells you may see your quarry attempting to cast. It should either be free of cost or even net you some return mana.
This comes out to roughly. 92+40+132+154+71+55+52+40 = 636 dmg in about 10 seconds, Roughly 63.6 dmg/second. Now this isn't extremely high and 10 seconds isnt the fastest death i have seen, however, 6/8 skills dealing damage are also healing you, with 2 of them getting you a 10 pip health regen. all for a cost of, about 65 energy. This energy cost may seem quite high but for a necro, it is easily attainable with the right equipment and when your target dies, or any other players on screen, you will start gaining energy faster. So far, the only 2 char classes that have been able to screw me over were a energy controlling mesmer (abeit, he must concentrate entirely on me.) and a elementalist using a skill that whenever i took lightning dmg i was knocked down, she equiped a lightning staff. (it was a very slow death, and I nearly came back at the end) However, monks/warriors/rangers/ect of all shapes and sizes have not been able to best me.
For runes i use:
minor or superior blood
minor vigor (havn't unlocked superiors yet)
major inspiration
Another shortcoming of this build is that it can only really tackle one other character at a time. It can tank multiple characters because of its awesome abillity to regen itself but cannot multitask targets. However, this does not mean that you cannot kill your current target on move on. With the mana from soul reaping and regens, you will always be able to throw on both the siphons and spam away with barb signets and dark pacts.
Anyways, as i said, i'm sure this is a common build but I'd like some constructive critisim (skills attribute points ect) on how to make it better.... Mainly for gvg. Thanks

First of all, you want to cast Dark Pact before your Vampiric skills. Second, you can only have -10 degen maximum. Finally, because of that, I'd use Awaken the Blood instead of Life Siphon.

How have you been able to test this character when it's impossible to put on a Mesmer rune?

You will very rarely be able to have Life Siphon on for the full 22 seconds. It's likely that the Hex will be removed, or you or your target will die before then. With Vampiric Gaze, Life Siphon, and Vampiric Touch, you probably won't have to worry about the additional life loss. Still, I can understand you not wanting to use it.
Have you thought about using this as an E/N? Energy Storage might be more useful than Soul Reaping + Necro Runes.
